  • Over the next decade, the population of the countries of the Gulf Cooperation Council (GCC) will grow by 30 percent to more than 50 million people. Such an extreme pace of change will make it difficult for GCC governments to maintain the careful balance between stability and development.
  • If they are to succeed, the emirs and kings will have to carefully reform the social contract between rulers and ruled. Strains on water, energy, transport and food may become unmanageable unless they can pre-emptively improve efficiency at the same time as satisfying demand.
